Unintentially Unsolvable

Have you ever heard of the D'Agapeyeff Cipher?

Russian author, Alexander d'Agapeyeff, published his book, Codes and Ciphers, in 1939. He wasn't actually a cryptographer or code expert, though.... he was just this regular average guy. This fact is what makes the story about this cipher in this book all the more humorous and interesting though.

This book he wrote was more a book for the average layman to get a "feel" for codes. To get an idea of what they are and how they work. The book doesn't give any historical information, or anything like that.

But on the very last page of this book, Alexander includes a cipher of his own. This was meant to be a sort of challenging puzzle - but totally solvable - for the average person. But can you guess what happened?

No one has been able to solve his cipher to date. And the best part of this is, even d'Agapeyeff himself didn't remember how he'd created it, so even he couldn't solve it!

It's one thing to be bested by the best, but to be stumped time and time again by a man who never meant to stump anyone has made this perhaps the most frustrating secret code in human history.

Here is a copy of the cipher:
